That is pretty unusual, in that case I would recommend disconnecting the dedicated server from your account, you can install the server using SteamCMD and that way it might work.
Neither did it make any difference launching the server through steam or by the .bat files however when i launch the server in the game through the Host button my friends can connect to me (i assume this is because the "Host" function uses steam servers, correct me if i'm wrong).
